Uniunea a încercat totuși să se comporte ca un partid politic în încercarea de a pregăti campania electorală europeană. UPSCE constituie o perioadă bogată în experiențe și semnificativă, cu incidențe ulterioare în dezvoltarea PSE. Apoi, G. Moschonas arată că Partidul Socialiștilor Europeni "a contribuit la întoarcerea la surse, la reorganizarea și aprofundarea cooperării în cadrul socialismului european"677. Confirmăm acestă analiză pe baza studierii celei de-a doua faze a cooperării social-democrate europene. Trebuie să infirmăm totuși afirmația următoare. G. Moschonas consideră

și de sus asupra federațiilor europene de partide. Ce implicații are atunci analiza PSE în raport cu această concepție? PSE se adaptează bine, dar influențează în mică măsură procesul europenizării interactive între nivelurile naționale și cel european. Pe plan morfologic, caracteristicile Partidului Socialiștilor Europeni membri, structură și funcții sînt determinate de presiunile de jos, venite din partea actorilor partinici și a instituțiilor europene.
